The Fringe Festival or better known as FRINGEPVD, was founded in 2014 by Josh Short and is put on by a non-profit group called The Wilbury Theater Group. The festival is produced to share established and upcoming artists who bring fun, fearless, affordable theater for the community. The Wilbury Theater Group creates a bond between artists, audience, business and local organizations to present Providence as a cultural destination.

In July 2019 FRINGEPVD  was held for its fifth year, and was hosted by the WaterFire Arts Center for their thrid year. The festival featured more than 250 performing artists from across the country. In addition to WaterFire Arts Center hosting the festival, it also was held in different locations of the  Olneyville neighborhood of Providence and included 58 performances over the course of 5 days. Sharing work in theater, dance, visual arts and everything in between; making it easy for audience members to see more shows and visit multiple venues each night. For some it was a once-a-year opportunity to create a show, for others it was an opportunity to try something new. The venues included The Wilbury Theatre Group, Riffraff Bookstore and Bar, Sprout CoWorking, WaterFire Arts Center, Donigian Park, and Nicholson File Studios.
